The Victorian Government is requiring Barrier Inspections of existing and new Swimming Pools and Spas by VBA registered building surveyors or inspectors. The condition of the barrier to comply to AS 1926. This law will come into effect on 1st November 2020, with a new Certificate of compliance required every four years.

Currently, a new building permit is required to build a pool or spa and the builder is required to have the relevant Occupancy Permit or Certificate of Final Inspection prior to hand over. The Swimming Pool Barrier Protection is a “Deemed-to-Satisfy” solution covered under AS1926, however the actual construction of the swimming pool has no rules and is authorized as a “Performance Solution” under NCC Volume 2.

It could be argued that the main economic failure occurs from the construction of swimming pools, thus being a bigger problem than the Barrier surroundings.
